Flat-rate taxation
A KPO ledger that keeps itself
You issue an invoice — the entry is already in the KPO ledger (the income ledger for flat-rate taxpayers), in the right column and with the right date. At the end of the year you just print the form. No Excel and no copying it out afterwards.

How it works
- Turnover is entered automatically. Every issued invoice becomes an entry in the KPO ledger, chronologically, with its number and date.
- Products and services kept apart. The form requires separate columns, so entries are sorted by whether the item is a product or a service.
- Credit notes reduce the turnover. They go in with a minus, as they should — without manual reversal.
- PDF form. The ledger is printed in the layout the tax authority expects, with totals.
Two limits you must not confuse
A rise of the flat-rate limit to eight million is announced from time to time. Until an amendment is adopted and enters into force, the existing amounts apply — so check with your accountant before you plan the year around an announcement.
What else a flat-rate entrepreneur gets
The KPO ledger is only part of the job. In the same programme you issue quotes, proforma invoices and invoices, send them to the customer by email with a PDF attached, and if you work with the public sector or are VAT-registered — you also send them to SEF. If you trade in goods, there are also e-delivery notes.
Frequently asked questions
- What is the KPO ledger?
- KPO stands for Knjiga o ostvarenom prometu paušalno oporezovanih obveznika — the book of realised turnover of flat-rate taxpayers. It is the only business book a flat-rate entrepreneur keeps — realised turnover is entered in it chronologically, separately for products and separately for services.
- Do I have to keep it if I invoice through a programme?
- Yes, the obligation remains, but you do not have to type it up. In duplo the KPO ledger compiles itself from issued invoices — every invoice goes in as an entry, and a credit note reduces the turnover.
- What is the limit for flat-rate taxation?
- An entrepreneur whose turnover in a calendar year does not exceed 6.000.000 RSD is entitled to flat-rate taxation — and it is precisely the turnover in the KPO ledger that counts. The threshold for entering the VAT system is separate and amounts to 8.000.000 RSD of turnover in any 365 consecutive days.
- Does a flat-rate entrepreneur have to issue e-invoices?
- A flat-rate entrepreneur who is not VAT-registered is not obliged to issue e-invoices in transactions with the private sector, but one who works with the public sector must be on SEF. duplo supports both cases — an invoice can go out by email and to SEF.
- How is the KPO ledger switched on?
- In the company settings you switch on the option to keep the KPO ledger. The KPO page then appears in the menu, with an overview by year and a PDF form for printing.
