Sending e-delivery notes (SEO)

Who must, and from when

Under the Law on Electronic Delivery Notes (Zakon o elektronskim otpremnicama): from 1 January 2026 the public sector, excise goods and suppliers of the public sector; from 1 October 2027 all private-sector B2B trade.

Connecting

In Settings → E-invoices and e-delivery notes enter the eOtpremnica API key (a separate key, obtained on the eOtpremnica portal — eotpremnica.mfin.gov.rs). The environment (demo/production) is shared with the SEF choice. The company must be active in the chosen SEO environment (SEO is the state e-delivery note system) — otherwise SEO refuses the sending with a message about an inactive company.

Dispatch method

On the delivery note you choose the dispatch method (SEO code list):

  1. Own transport — the vehicle registration plate is required.
  2. Carrier (courier service) — you enter the carrier company’s details (name, tax ID (PIB), company registration number, address); the programme remembers them for the next delivery note. The registration plate is optional — if you do not know it, the e-delivery note says “NEPOZNATO” (unknown).
  3. Recipient’s transport — the registration plate is required.
  4. Collection in person / 5. Delivery in person — the person’s full name and ID card number.

Sending and statuses

The “Send to SEO” button first runs the document through the built-in SEO validator (the errors are shown verbatim), then sends it. Processing is asynchronous — you check the status with the “Refresh status” button: Processing → Sent → Delivery confirmed → Fulfilled (or Error, with an explanation and a “Try again” button).

The customer’s goods receipt

After physically receiving the goods, the customer can issue an electronic goods receipt with the quantities actually received and returned (deadline: 8 days from receipt). On your delivery note there is a “Customer’s goods receipt” section: the “Check goods receipt” button finds it and shows it line by line, and you accept or reject it (with a reason). That closes the cycle — all without paper.

A delivery note that does not go to SEO — paper with the goods

The e-delivery note obligation for the whole private sector starts on 1 October 2027, and until then most companies accompany their goods with a paper delivery note. The same applies after that date for the cases the law permanently exempts (retail, goods returned in the same vehicle, deliveries through networks, a customer who is not obliged).

That is why a delivery note that you have not sent to SEO gets an additional block on the PDF, with what the Law on Trade (Zakon o trgovini), Article 29(2) requires of the document accompanying goods:

  • the address from which the goods are dispatched and the address to which they are delivered;
  • transport details — the carrier company with its PIB and company registration number, or own transport with the registration plate, or the name of the person collecting the goods;
  • signature lines: goods issued by, carrier, goods received by.

Such a delivery note does not print the note that the document is valid without a stamp and signature — because in the paper flow the signatures are needed.

A delivery note sent to SEO stays unchanged. There are no signatures there, nor any need for them: receipt of the goods is recorded electronically, and the cycle is closed by the goods receipt. If you still need paper for such a delivery, the PDF and QR code of the delivery note are provided by the SEO system itself.

Delivery address

The delivery note has a “Delivery address” field — fill it in only when the goods go somewhere other than the customer’s address (a building site, a branch, a warehouse). An empty field means delivery to the customer’s address. The field is printed on the paper delivery note; it is not sent in the e-delivery note, because SEO takes the recipient’s address from the customer details.
